This is a self paced, online course approved for Water and WW licenses only. Students will receive a certificate and 2 hours CEU credit toward TCEQ license renewals for successfully completing the course.

Prerequisites:

Basic familiarity with water or wastewater utility systems and operations.
Students should have a general understanding of how public water or wastewater systems operate and the role these systems play in protecting public health and maintaining essential services.

Ability to read and understand technical and emergency preparedness material.
Students should be able to read course materials, follow written procedures, and understand basic terminology related to water system operations, emergency response, preparedness, and resiliency.

Current or prior involvement in water, wastewater, utility, or related work or education.
This course is intended for individuals working in, studying, or otherwise involved with public water or wastewater systems, utility operations, emergency preparedness, or related fields.

Goals: 

1. Provide the student with an introductory understanding of the Incident Command System (ICS) and National Incident Management System (NIMS). The course is intended to familiarize students with the basic ICS structure, FEMA NIMS concepts and principles, and the relationship between ICS and NIMS as they apply to emergency response and coordination.

2. Explain the State of Texas disaster assistance process and the procedures used to request assistance during an emergency. Students will be introduced to coordination with local and county emergency management personnel, the role and responsibilities of the Texas Division of Emergency Management (TDEM), use of the State of Texas Assistance Request (STAR) process, and available state disaster funding programs.

3. Increase the student’s understanding of Emergency Preparedness Plan (EPP) requirements for Texas water systems. The course will provide an overview of applicable Texas legislation, including Senate Bill 3 and Senate Bill 361/House Bill 805, and introduce students to TCEQ templates, planning tools, and the EPP waiver request process.

4. Introduce the purpose, development, and application of mutual aid agreements during water system emergencies. Students will learn the basic elements of developing a mutual aid agreement, FEMA-related mutual aid principles and elements, and how mutual aid partnerships can be used to coordinate personnel, equipment, supplies, and other resources during emergency conditions.

5. Prepare the student to identify and protect critical water system components during emergencies and hazardous conditions. Students will learn methods for determining which water system components are critical to continued operations and will be introduced to best management practices for protecting critical infrastructure from severe weather, operational disruptions, cybersecurity threats, and other emergency conditions.
   

Each section will be followed by a quiz.

Students may not repeat this course in the same license renewal period, per 30 TAC 30.28(p)(1).
