Description
This is a self paced, online course approved for Water, CSI, and WW licenses only. Students will receive a certificate and 2 hours resiliency CEU credit toward TCEQ license renewals for successfully completing the course.
Prerequisites:
Basic familiarity with water or wastewater utility systems and operations.
Students should have a general understanding of how public water or wastewater systems operate and the role these systems play in protecting public health and maintaining essential services.
Ability to read and understand technical and emergency preparedness material.
Students should be able to read course materials, follow written procedures, and understand basic terminology related to water system operations, emergency response, preparedness, and resiliency.
Current or prior involvement in water, wastewater, utility, or related work or education.
This course is intended for currently licensed individuals working in, studying, or otherwise involved with public water or wastewater systems, utility operations, emergency preparedness, or related fields.
Goals:
Identify Water-System Risks — Recognize natural, operational, infrastructure, contamination, and security threats that can disrupt water systems.
Assess Vulnerabilities — Understand how to identify critical assets, evaluate vulnerabilities, and prioritize risks.
Improve Emergency Preparedness — Understand the importance of emergency response planning, trained personnel, communication, and resource readiness.
Strengthen Emergency Response — Learn basic procedures for activating response plans, monitoring conditions, communicating with the public, and coordinating with agencies.
Build Long-Term System Resilience — Apply risk-based planning, infrastructure reliability, water-quality protection, and continuous improvement to maintain safe and reliable water service.
Each section will be followed by a quiz.

Subject-Matter Expert (SME) and Technical Consultant
Joshua Newcomb is a Utilities Environmental Analyst with more than 18 years of municipal water and wastewater utility experience with the City of Arlington, TX. His background includes environmental compliance, wastewater pretreatment and FOG management, water treatment plant maintenance, regulatory enforcement, and field operations. In his current role, he manages the City’s liquid waste and FOG compliance program, coordinates field technicians, conducts inspections and sampling, tracks violations, and works with businesses and waste haulers to maintain regulatory compliance. He also has extensive hands-on experience maintaining pumps, motors, valves, chemical feed systems, clearwells, treatment basins, water towers, and distribution pumping systems. His licenses and certifications include Backflow Prevention Assembly Tester, Customer Service Inspector, Surface Water Treatment Operator C, and Wastewater Collection Operator II. His combination of regulatory, operational, mechanical, and customer-service experience provides a comprehensive understanding of municipal water and wastewater systems.
